If you mean by permanent, that it won't wear off, then yes. But it can still be scratched, marred, or affected by whatever chemical breaks down the elements of the paint you choose to use.





Let's say you are the careful type. That is you clean the acrylic with an appropriate cleaner, such as Mugular's or Novus, then spray an enamel you will probably end with a mess as the chemicals in the paint may soften the acrylic. But if you can find a water-based spray, such as Krylon's H20 paint, you can successfully accomplish what you want.





No I am not a Krylon rep, but this product is the first one I came across when doing a search for you. It does cost about a dollar more a can though.

Water-based paints adhere best to porous materials. Acrylic is not porous.





Your best bets are spray enamel (you need to mask off your design) or regular enamel.





You could also screenprint an oil-based ink. Custom cut adhesive vinyl from a sign shop might be a good solution too.
